RULES AND SOCCER LINKS

NPYSL follows the Rules provided by SAY Soccer.  They can be found at www.saysoccer.org.  Look for the SAY Rule Book.  SAY Rules are a modified version of the International rules established by FIFA www.fifa.com.  Also check out Major League soccer at www.mlssoccer.com.

In addition, for games played against other NEPSAY leagues, we also follow the "Variations of the Rule of the Game'.  These can be found at the NEPSAY website www.nepsay.org.  Check under the Rules Tab.


PA Background Checks:
All Volunteers over 18 (Coaches, referees, etc) must comply with PA law concerning background checks for those working with or responsible, for children.  More information and links can be found here:   http://www.dhs.pa.gov/provider/childwelfareservices/childabusehistoryclearanceforms/

"Times Two" Program
All SAY Areas will require no less than two adults (suggested as unrelated), per team, to be present at all team functions such as games, practices, picnics, etc.  No Exceptions!
NOTE:
1. The adults assigned can be a combination of coaches, parents, board members, etc.
2. While the focus of this policy is the child it also provides protection for the volunteers in case of misunderstandings.
3. It is important that your area review your policy on car-pooling.  SAY National has for a long time recommended that volunteers not provide transportation for non-family members.  This was more of an insurance issue but now has implications in regards to the intent of the "Times Two" policy.

 

NPYSL BYLAWS

BYLAWS OF THE NORTH POCONO YOUTH SOCCER LEAGUE

 

ARTICLE I: NAME

The name of this nonprofit Association shall be NORTH POCONO YOUTH SOCCER LEAGUE. This shall herein be known as NPYSL.We are registered with the IRS as Legal Name: SOCCER ASSOC FOR YOUTH, Doing Business As (dba) North Pocono Youth Soccer League Inc.

ARTICLE II: PURPOSE

NPYSL was formed as a nonprofit association and exists to serve and promote the physical, mental, and emotional growth of the youth through the sport of Soccer. The operating objectives are for children to have fun and develop skills.

 

 

ARTICLE III: MEMBERSHIP

Section 1 : MEMBERSHIP ELIGIBILITY - Actual Membership in the nonprofit Association known as NPYSL, is limited to the Board of Directors composed of Administrative Officers of the league as described in Article VI.

Section 2 : MEMBERSHIP STATUS - Board Members and Administrators are considered active if they hold a position on the NPYSL Board for the current year. Board Members and Administrators may be removed as described in Article VIII.

Section 3 : PARTICIPANT ELIGIBILITY - Any child whose age as of Dec 31 of the current year will be at least 4 and LESS than 19 may participate as a player. Any person whose age exceeds 18 is eligible to participate as a Coach, Adult Player or Administrative Officer, with the completion of any necessary clearances, and or applications.


Section 4 : PARTICIPANT STATUS - Players are considered active for the current year if are the correct age as stated in Section 3 and have completed all registration requirements for the current year. Coaches are considered active if they meet the age requirements in Section 3 and have been assigned team responsibilities by the NPYSL board. Coaches may be removed by majority vote of the Board at any time, as necessary.

ARTICLE IV: BOARD OF DIRECTORS

Section 1: NUMBER AND QUALIFICATION - The affairs of NPYSL will be governed by a Board of Directors composed of Administrative Officers of the league as described in Article VI.

Section 2: GOVERNING POWERS - The Board of Directors shall have all the powers and duties necessary or appropriate for the administration of the affairs of NPYSL and may do all such things as are required to accomplish the purposes of NPYSL, including

but not limited to:

● The development of such policies as is necessary to accomplish the purposes of NPYSL.

● The adoption of such rules and regulations as are necessary to accomplish the purposes of NPYSL.

● The enforcement of the policies, rules and regulations adopted by the Board of Directors.

● The resolution and determination of any and all such disputes whatsoever in nature that may arise within NPYSL.

● The solicitation of funds required to support NPYSL’s activities.

● Determination of Membership / Participation as defined in Article III.

Section 3 : BOARD OF DIRECTORS POSITIONS - The Board of Directors shall consist of the following:

Voting Members:

OFFICERS - President, Vice-President, Secretary, Treasurer

DIRECTORS - Referee, Coaches, Equipment, Fields, Uniforms

NON-Voting Members:

COMMISSIONERS - U6, U8, U10, Travel (U12, U14, U17, U19)

Section 4 : GENERAL VOTING RIGHTS -Each Officer and Director is entitled to one vote (per individual - NOT role) on any and all matters. COMMISSIONERS do not have a vote on the Board.


ARTICLE V: MEETINGS

Section 1: All meetings shall be run using Roberts Rules of Order.

Section 2 : REGULAR MEETINGS - Regular meetings of the Board of Directors shall be held at such time and place as shall be determined by a majority of the Board of Directors. Notice of the regular meetings shall be given to each Director at least one (1) week prior to the day named for such a meeting.

Section 3 : SPECIAL MEETINGS - Special meetings of the Board of Directors may be called by any Director with at least three (3) days notice to each Director or earlier IF all voting members can attend the earlier session. Such notice shall state the time, place and purpose of the meeting.

Section 4 : QUORUM - For voting purposes a QUORUM will consist of a majority of eligible voting Officers and Directors. The Board of Directors will accept a Board member’s vote by email. The email MUST be addressed and sent to ALL Officers of the Board of Directors, at least 1 hour ahead of the start time of the meeting. The emailed vote WILL also count as the individual towards the quorum.

ARTICLE VI: ADMINISTRATIVE OFFICERS

Section 1 : DESIGNATION - The Administrative Officers of NPYSL shall be:

Voting Members:

OFFICERS - President, Vice-President, Secretary, Treasurer

DIRECTORS - Referees, Coaches, Equipment, Fields, Uniforms

NON Voting Members:

DIVISION COMMISSIONERS - U6, U8, U10, Travel (U12, U14, U17, U19)

Together, the officers are also known as the Executive Board. All of the foregoing officers shall be elected for the specific office by a majority vote of the previous Board of Directors at the first meeting of each calendar year, if the position needs to be replaced. Their term of office shall begin at election and end at the subsequent election. Only individuals who have served on the Board of Directors are eligible to be nominated for the position of Officer on the Executive Board. In the event of the President’s inability to be present at any meeting the meeting will be chaired by the Administrative Officer available within the order as appears in Section 2 through 7 of this article.  

Officers

Section 2 : PRESIDENT - The President shall be the Chief Administrative officer of NPYSL. The President shall chair all meetings of the Board of Directors and Administrative Officers. The President has the power to create committees at their discretion, as the President may deem appropriate, to assist in the conduct of the affairs of NPYSL. The President may nominate chairpersons for said committees for Board approval. The President will be chief spokesperson of NPYSL with the power to sign, in the name of NPYSL, for all Board approved items. The President shall have any duties and powers as designated by the Board.

Section 3: VICE-PRESIDENT - The Vice-President shall preside and carry on the duties of the President in the event of the President’s absence or disability. The Vice-President will be the President’s liaison to all committees and shall report to the President. The Vice-President shall have any duties and powers as designated by the Board.

Section 4: SECRETARY - Promote the purpose and policies and objectives of NPYSL above all other soccer associations to which he/she may be affiliated. The Secretary shall prepare agendas and keep the minutes of all Board meetings. The Secretary shall have any duties and powers as designated by the Board.

Section 5: TREASURER - The Treasurer shall have the custody of the NPYSL’s funds and securities. The Treasurer shall keep accurate account of all receipts and disbursements and books belonging to NPYSL . The Treasurer shall deposit all monies and other valuable effects in the name of and to the credit of NPYSL in such depository as may be directed by the Board. The Treasurer shall disburse funds as may be ordered by the Board,

taking proper vouchers for such disbursements and shall render an account for all transactions as Treasurer and of the financial condition of NPYSL whenever called upon to do so by the Board. The Treasurer shall have any duties and powers designated by the Board.

Directors

Section 6: DIRECTOR OF REFEREES- Also referred to as the Referee Coordinator. The Director of Referees shall be responsible for the recruitment, training, scheduling and supervision of all NPYSL referees and all functions incidental hereto. The Director of Referees shall have any duties and powers designated by the Board.

Section 7: DIRECTOR OF COACHES - Also referred to as the Coach Coordinator. The Director of Coaches shall be responsible for all

recruitment and training of all NPYSL coaches and all functions incidental hereto. The Director of Coaches shall have any duties and powers designated by the Board. 

Section 8: DIRECTOR OF EQUIPMENT - Also referred to as the Equipment Coordinator. The Director of Equipment shall distribute coaches’ equipment and field equipment such as nets, flags, and etc. The Director of Equipment will collect, inventory and store equipment belonging to NPYSL at the end of each season. The Director of Equipment shall have any duties and powers designated by the Board.

Section 9: DIRECTOR OF FIELDS - Also referred to as the Field Coordinator. The Director of Fields shall be responsible for locating and sites for playing and practice fields as well as enlist volunteers in each field area to help in marking and maintain fields. The Director of Fields must supervise in the initial layout and marking of fields and making sure fields are free of rocks, holes and debris. The Director of Fields shall have any duties and

powers as designated by the Board. 

Section 10: DIRECTOR OF UNIFORMS- Also referred to as the Uniform Coordinator. The Director of Uniforms shall be responsible for all uniforms, uniform sales and orders and the records of such distributions. The Director of Uniforms will collect, inventory and store uniforms belonging to NPYSL at the end of each season. The Director of Uniforms shall have any duties and powers designated by the Board.

Section 11: The Administrative Offices of Director of Referees, Director of Coaches, Director of Equipment, Director of Fields and Director of Uniforms may be held by other Administrative Officers if sufficient candidates acceptable to the Board are not available. The Administrative Office of President, Vice-President, Secretary and Treasurer or any combination may not be held by the same person at any time.


Commissioners

Section 12 : COMMISSIONERS - There shall be a Division Commissioner for each “in-house” Age Division: U6, U8, and U10, and one Division Commissioner for the Travel Divisions: U12, U14, U17, and U19. Division Commissioners report to the Director of Coaches. Division Commissioners are invited to attend all Board meetings, and shall have input into all discussions related to NPYSL affairs, but do NOT have a vote in Board matters. The Division Commissioners shall have any duties and powers as designated by the Board. 


ARTICLE VII - AMENDMENTS

Section 1: AMENDMENTS - Except as otherwise required by law, these bylaws can be amended as follows:

1. A motion to amend the Bylaws must be proposed, seconded and passed by a majority of the Board of Directors at a regular Board meeting.

2. All board members will be notified of the pending bylaw amendment prior to the next regular meeting.

3. At the next regular scheduled meeting, the amendment will be discussed and a final vote of the Board of Directors will be taken. A 2/3 majority of the full eligible voting Board of Directors is necessary for passage of the amendment.

ARTICLE VIII - REMOVAL

Any board member may be removed, at any time, for actions that are deemed detrimental to this organization. Removal shall be by a majority vote of the Executive Board (Officers) and the Board of Directors.

ARTICLE XI - NONPROFIT PURPOSE

Section 1: ENTITLEMENT - No Administrative Office or Board Member or any other individual shall now or hereafter receive or be entitled to any part or portion of any funds or other valuable effects belonging to NPYSL except reimbursement for funds expended for services rendered effecting the purpose of NPYSL by Board approval.

Section 2: DISSOLUTION - Upon the dissolution of NPYSL for any cause, the fund and property then in possession of NPYSL shall be given to a nonprofit association whose stated purpose is to serve and promote the physical, mental, and emotional growth of youth in the North Pocono Area.
 

ARTICLE X - FISCAL MANAGEMENT

Section 1: FISCAL YEAR - The fiscal year of NPYSL shall begin on the first day of January and end on December 31 of every year.

Section 2: BOOKS AND ACCOUNTS - The books and accounts of NPYSL shall be kept by the Treasurer of NPYSL .

Section 3: AUDITING AND REPORT - At the close of each fiscal year the President shall cause to be prepared a full and correct statement of the affairs of NPYSL , in accordance with applicable law, to include a balance sheet and financial statement of operations of the preceding fiscal year. This report should be prepared and presented to the Board by March 30 of each year. Tax form Form 990-N must be filed every year by the 15th day of the 5th month after the close of our tax year or as required by the IRS.

Section 4: NPYSL BUSINESS RECORDS - NPYSL business records are currently maintained at NPYSL President’s address.
